Key Responsibilities

To support and drive Health, Safety, Security & Environment (HSSE) excellence within Primary Industries by ensuring compliance to regulatory requirements, implementing effective safety management systems, and fostering a proactive safety culture across all operations.

  • Work collaboratively with stakeholders to maintain a safe and healthy workplace for all employees and in-house contractors.
  • Serve as the appointed Workplace Safety and Health Officer (WSHO) for Primary Industries, ensuring compliance with the WSH Act and its subsidiary legislations.
  • Perform statutory duties as Fire Safety Manager (FSM), under the Fire Safety Act.
  • Participate in and/or facilitate safety-related meetings (e.g., Workplace Safety Committee), ensuring timely follow-up and closure of action items.
  • Provide professional HSSE advice and support to Business Units, Heads of Department, and functional stakeholders.
  • Ensure compliance with statutory obligations, licenses, permits, and statutory equipment requirements.
  • Support and coordinate all internal and external audits; track corrective and preventive actions (CAPA) to closure.
  • Lead or support safety improvement programmes and initiatives aligned to SATS Group Global HSSE objectives.
  • Conduct and oversee incident/accident investigations, reporting, root-cause analysis, and follow-through actions.
  • Review and maintain and Risk Management (RM) documentation for all work processes and work areas annually or when required.
  • Maintain and manage HSSE documentation including RA records, training records, inspection logs and audit evidence.
  • Monitor HSSE KPIs and ensure timely submission of safety performance reports.
  • Analyse workplace safety data to identify trends, emerging risks and recommend preventive measures.
  • Work with internal stakeholders and government agencies to ensure compliance with the Fire Safety Act and protection systems.
  • Liaise with external stakeholders, including SCDF and regulatory agencies, on matters related to fire safety, emergency preparedness and statutory inspections.
    • Plan and conduct routine HSSE inspections, site walkthroughs and safety engagements.

Key Requirements

  • Degree in Workplace Safety & Health, Engineering, Environmental Health, Ergonomics or related discipline.
  • At least 3 years' experience in construction or manufacturing sector will be advantageous
  • Strong knowledge of HSSE regulations, including WSH Act, Fire Safety Act, Code of Practice on WSH Risk Management and ISO 45001:2018.
  • Valid registration as WSH Officer (WSHO) with the Ministry of Manpower (MOM).
  • Registered Fire Safety Manager with SCDF, with experience as appointed FSM for a manufacturing facility.
  • Possession of an ISO 45001 Internal Auditor Certificate would be preferred for this role.
  • Strong organisational and problem-solving skills, with a systematic and structured approach.
  • Objective and open-minded in addressing issues and identifying practical solutions.
  • Able to prioritise and make sound decisions in a fast-paced environment.
  • Proficient in Microsoft Office applications.
  • Strong communication and presentation skills, both verbal and written.
