Key Responsibilities

- Establishes, maintains relationships and coordinates internal resources and third parties/vendors for smooth execution of projects. 

- Ensures that all projects are delivered on-time, within scope and within budget.  

- Initiates and recommends new projects wherever applicable. 

- Initiates and maintains various Procurement of services contracts for the department through SATS Procurement Services in line with Procurement policies and guidelines. 

- Establishes and monitors manpower recruitment and staff onboarding/off boarding process with SATS Human Capital.  

- Plans, prepares, reviews and controls the department’s operating, manpower and capital expenditure budget. 

- Assists in identifying areas for improvement or deficiency, especially on cost reduction.  

- Administers the department’s equipment and IT related matters including procurement and maintenance. 

- Creates a disciplined and orderly operation work force by:  

- Overseeing all staff deployment matters at operation level to ensure sufficient resources for Operations, when there are adhoc absences, and other exigencies, while keeping close control of OT and Recalls. 

- Ensuring staff discipline at operations level, such as initiating of DIs etc.  

- Administers and facilitates staff annual appraisals and regular assessments. 

- Attends to staff welfare and administrative matters including uniform issuance, leave balloting, and organizing staff events, etc. 

- Ensures full training competency and validity of the staff’s training licenses. Coordinates with Rosterers to manage the training plans and schedules. 

- Reviews, updates and refines operating procedures, guides/manuals with close consultation with the Operational team. 

- Handles the department’s ISO certification, documentation and audits. 

- Handles and coordinates the department’s safety and security related matters. 

- Co-ordinates with airline clients and other agencies where needed. 

- Undertakes relevant duties and projects as assigned. 

- Ensure billings/invoices are accurate and on-time.  

Key Requirements

- Bachelor Degree Holder 

- Experience in the aviation industry would be an advantage 

- Resilient, resourceful, creative and collaborative traits, and good interpersonal skills are required for this position 

- Possess good organizing, problem solving and supervisory skills and abilities 

- Possess strong communication skills 

- Team player who can manage multiple stakeholders 

- Meticulous in his/her work output
